GOVERNMENT MOVES
Nanking Transfers To Chungking
Shanghai. Nov, 20 17 p.m.)... An official statement issued in Nanking announces the removal of the seat of Government from Nan- king to Chungking:-
It says that China stands drm against coercion into accepting hu- miliating terms which is the object of the Japanese advance westward. It emphasises that any-submission to Japan is compatible neither with national existence, honour nor the maintenance of International jus- tice and peace.
The evacuation of the Govern- ment offices is almost completed. and the systematic stripping of valuable equipment has now begun. Lathes and all kinds of machinery and hospital furniture are 'moving out. If the town is taken it will be only an empty shell.
There is absolutely no sign of civil disorder or impending collapse and the general Chinese opinion is resolute determination to carry on resistance. feeling against capitula- tion being very strong. Foreign circles belleve that any attempt on the part of the Chinese Govern- ment to accept oppressive peace terms at present would result in the breaking "up of the Central Government into factions for and against peace. How far decentral- isation of Government offices in consequence of the removal from Nanking will affect authority re- mains to be seen.
"TO THE LAST MAN” The statement says that the Jap- anese calculations "of coercing the Chinese Government into accepting
humillating terms are greatly mis- taken, for in embarking on the pre- sent course of action China has fully made up her mind that her

"In order to conform with quirements during the present stage of hostilities as well as to be in a more advantageous position to direct national affairs and put up prolonged resistance, the seat of the National Government has been removed to Chungking. There can be no doubt hereafter that Chinese resistance will be even wider in ex- tent and greater in effectiveness [5753 than heretofore.
