HONG KONG'S POSITION IN WORLD'S TRADE

PRESENT TROUBLE
Trade And Revenue Increases Reported
HOUSE OF COMMONS ANSWERS
London, Nov. 17.
Mr. William Ormsby-Gore, Secretary of State for the Colonies, replying in the House of Commons to-day to a question by Mr., A. C. Moreing (Cons.) regarding Hong Kong, expressed satisfaction that the latest reports from Hong Kong showed that the Sino-Japanese conflet had not yet resulted in any decline in its trade.
The monthly imports and exports during the recent period" show- ed a considerable rise over the monthly average for the year, and a still greater rise over the comparable months of 1936.
After quoting figures from Janu- ary to September last, the Colonial Secretary sald it should, however, be borne in mind that the Colony at present handled a considerable quantity of Imports which would normally have gone to Shanghai, though it was scarcely possible to estimate the quantity.
Statistics
not available were showing the number of Chinese who were refugees in the Colony, though the number was consider- able.
British refugees from Shanghai numbered approximately 3,500 wo- men, and 300 men, of whom the majority had made private ar- rangements for
accommodation.
Up to 750 had been maintained in the Government centres, but at the present the number was about
400.
1
REVENUE EXCEEDED
In all of the circumstances, the financial position of the Colonial Government appeared to be satis. factory.
After quoting budget estimates and results for 1936 and the fact that the original estimated deficit of $3.500.000 had, in the revised estimate for 1937, been reduced to under $1,000,000, Mr. Ormsby-Gore said he was
now informed that the revenue up to November 15 ex- ceeded the estimate for the full year and was $3,000.000 more than that collected up to the same date in 1936.
It was estimated that Govern-
ment would have at December 31 surplus assets of approximately $12,000,000 which were mainly liquid assets.
NO DEPRESSION "There is, at present, no sign of economic depression in the com- munity generally," said Mr. Orms by-Core. "Though the
general cost of living has risen, as was to be expected in the circumstances, it
in maintaining ita succeeding commercial life." Reuter

stacles had been placed in the way of trade by merchants in the at Tientsin, British Concession stated Lord Cranborne in the House of Commons to-day, reply ing to a question by Mr. A. C Moreing.
Lord Cranborne added that he was unaware that the Concession wak otherwise subject to any inter ferrence..
Again replying to Mr. Moreing, regarding the present administra tion of the Pelping-Tientsin area since the Japanese decuption, Lord Cranborne mentioned the forma tion last September of the joint Peiping-Tientsin Peace Preserva- tion, under the chairmanship of
Mr. Koo Ling-wel. The Associa-
tion had been assisted by a num ber of Japanese advisers. The positions of responsibility appear ed to be held by Chinese who were prepared to work with the Japan- ese authorities, and were cous! dered by the latter to have the confidence of the populace. The administration appeared to have been accepted quietly.

Mr. Norman's Hopes For Future.
NEED FOR FREER MOVEMENT
Mr. Montagu Norman, Governor of the Bank of England, in a speech recently at the Bankers' and Merchants' dinner at the Mansion House, said that the trade of Great Britain, the trade of the Empire- and the trade of the world were all increasing in one Way or
another.
"International trade," said Mr. Norman, "is somehow circumvent- ing the obstacles which are im- posed on it on all sides. obstacles of whose removal we hear so much but of which, alas, we find so little evidence.
"We have had high hopes and a long period of disappointments. Changes which we in the City can make are negligible. We must rely on the Chancellor.
"We assure him that his requests from time to time will govern the conduct of our business. We prefer
that he should make his requests as such rather than by means of legislation that is too foreign a method."
Mr. Montagu had said earlier that so far as they in the City were con-
carned the year had been one of disappointements and dangers. For the most part they had excited interest here rather than alarm.
PROFITS ABROAD NEEDED "Here we have lived in quiet, we have had no shocks," he said. "We have observed what has been
going on elsewhere, and though I
maintain that we prefer peace at home to proft abroad, nevertheless, during the past year few of us, I think, can complain of the profits. "What we need la to make less of our profits at home, or at any rate more of our profits abroad. We" do indeed need a revival of the free movement of goods every- where throughout the world, from China to Peru, and we need further
