Vice-Admiral Sir Ragnar Colvin, XB.E. C.B., arrived a Melbourne recently in the s.s, Orontes to take up the post of First Naval Mem- ber of the Commonwealth Naval Board. in succession to the late Admiral Sir Francis Hyde.

Since the death of Sir Francis Hyde on July 28 Captain G. P. Thomson, O.B.E... R.N., has been acting First Naval Member with the rank of commodore, second class. Paymaster-Commander J.

B. Foley, OB.E., who was formerly Hälson officer on the staff of the High Commissioner in London, will continue as Secretary to the First Naval Member

KELLY CLASS DESTROYERS Five of the eight destroyers of the Kelly class, authorized in the 1937 Navy Estimates, have now been laid down, as follows:-

Kelly, as leader, by Hawthorn, Leslle and Co., Hebburn-on-Tyne, August 26: Kelvin, by the Fairfield Shipbuilding Company, Gayan, October 5; Kingston, by J. S. White and Co.. Cowes. October.

The others of the class are the Kandahar, Khartoum, and Kim berley.

LEAVE ALLOWANCE IN ADVANCE

By an Order in Council of May. 30, 1919, authority was given for the payment in advance to men of the Navy and Marines serving at home who were granted leave

of sums not exceeding the full

amount of leave allowance and five-sevenths of the wages which would accrue to them while on leave. By a new Order in Coun- ell, this arrangement is extended to such men who are granted leave while serving in H.M. ships and establishments abroad,

Now we shall get what we ought to have to do our job thoroughly. You cut along and tell your chums to join up quick. The T.A's going to be a real Army at last."

Our citizen soldiers have not yet had time to comprehend fully the implications of the drastic changes in the directorate of the Territorial Army, but the words of the serjeant-major sum up the delight of all ranks quite adequately,

The nomination of General Sir Walter Kirke to membership of the Army Council, the creation of

the

post of Deputy Director- General of the Territorial Army. to be filed by a Territorial officer with the rank of Major-General, and the appointment of yet another Territorial officer as an Assistant Adjutant-General with the duty of looking after publicity and re- cruiting throughout the country. are a belated and partial, but none the less welcome, fulfilment of a promise made by Lord Haldane when he created the Territorial Force out of the Volunteers lo 1907.

So far the Territorial Army has felt that it was "nobody's child," even though its relations with the War Ofee and the Regular Army have improved enormously in the last few years. By a stroke of the pen the system has been changed. The line of communication from lowest to highest is at last com- plete. not branching away just where unity is most necessary.

The substantial advance in the status of the Directorate will go a long way towards establishing the feeling amongst "other ranks" that the nation is really behind them. Amongst officers it is par- ticularly welcomed as an indication that the higher ranks are no longer to be looked upon as the province of the Regular Army officer., They confidently expect that the next step will be the appointment of more senior T.A. officers to .com mand brigades-with the rank of brigadier. The whole Territorial Army, in fact, is feeling very happy.
