London, Nov. 13 Mr. Quo Tul-chi, Chinese Am-. bassador in London who is now in Brussels for the 'Nine-Power Con- ference, has cabled Lord Camrose. proprietor of the "Daily Tele- graph," expressing condolences over the death of Mr. Pembroke Stephens. Shanghai correspondent of the journal, who was killed by Japanese machine-gun bullets on Thursday.
