GERMANY AS THE

MEDIATOR?

Growing Optimism In Berlin

Berlin, Nov, A.

A strong current of optimism is noticeable in German political .circles at the possibility that Sino- Japanese hostilities will be brought to an end in the not dis- tant future, and the hope amount- ing to belief is that Germany will be the mediator.

It is pointed out that Germany 19 in a particularly favourable position to mediate, because she has fewer material interests in the Far East than most other Powers represented at the Brussels Con- terence.

AT BRUSSELS

Work Proceeds Apace

Brussels, Nov. 6.

The Nine-Power Conference on. the Far Eastern conflict worked quickly this morning in drafting a letter to Japan, which was finally approved and despatched to Tokyo..

A copy of the letter, text of which will not be published unt!! it is received by the Japanese Government, was handed to the Japanese Ambassador In Brussels. while the full text was cabled to the Belgian Ambassador in Tokyo for presentation to the Japanese Foreign Office."

Although a speedy reply will be requested from Japan, It is no expected to arrive t! late next week.

The Conference met again at 9.15 this morning, two Italian Amend-

were received during the night, be-. ing presented.

Neither proposed essential modi- acation in the document, and agreement on the final terms was soon reached.

It is also emphasised that cer- many no longer has any con- cessionis In China, and has made a point of observing the strictest Impartiality during the conflict.

This latter argument is also pre- sented as the reason for Germany's non-attendance at Brussels.

Confirmation of a report'that Japanese peace terms are already in the hands of the German Gov- ernment, is hitherto unobtainable, but it is not yet denied.

The conclusion strongly emerges that something in the nature of mediation is certainly moving.-- Reuter.

Bolshevism Must Be Combatted

Italy's adhesion to the mano - Japanese anti-Comintern Pact is prominently featured by the German newspapers.

The papers unanimously de- clare that the principles on which the original", "Germano-Japanese agreement were based, remain un- changed, in other words, that the Pact was not directed against a third party and is purely defen- sive in character.

The semi-official organ "Diplo- matic and Political Correspon- dence" says that Italy's adhesion to the Pact is the logical outcome of the situation since Germany and Italy have been in agreement for so long a time, that Bolshevism must be combated.

The paper also emphasises that the anti-Comintern Pact is not directed against any state or na- tion but is merely intended to re- pel the Bolshevist threat.

CHINA'S VIEWS

The Nazi paper "Der Angriff" says that Italy's adhesion to the Pact at a time when the Far East

at Conference is meeting Brussels, is merely a coincidence, and that it would be absurd to construe the connection between the two events.

The paper emphatically denies thar the Pact has any anti-Chin- cse tendencies.

"China knows quite well what one can expect from Bolshevism.

"Marshal Chiang Kai-shek has expelled unwelcome guests from characteristic Moscow with his

and he energy,

reminded the world of this fact in a message last year.

"The Chinese delegate. Dr. Wel- Ington Koo, likewise recalled this fact at Brussels.

"Nobody in China will therefore believe that Italy's adhesion to the Pact is a stroke aimed at Brussels. since people in China know that the German attitude
