The Government has been advertising for tenders for this service since the month of November last, and I was glad to take this opportunity of clearing Prisons of a large number of Convicts, notwithstanding that the rate of passage is five ... higher than usual, which may be accounted for from there being no composition and therefore the Government had no alternative. These arrangements will meet with the approval of your Lordship.
