JAPAN SEEKS TO JAPANESE

STEP DEPENDENT ON BRUSSELS OUTCOME
Tokyo, Nov. 2.
It is learnt from a reliable source that the Japanese military authorities are now exerting strong pressure on the Government with the object of inducing the Ja- panese Cabinet to send an official declaration of war to the Nanking Government
Whether the Cabinet will see its way to meet this demand is a matter which largely depends upon the attitude which the Brussels Conference will adopt in dealing with the Far Eastern question and also, of course, upon the strength of the "Japanese military thesis that an official declaration of war, with its consequent blockade of the China coast. will help to bring about a speedy end of the hos- titles.-- Transocean.

Can a man become intoxicated on beer which is legally non- intoxicating? This is the problem which is baffling lawyers in the State of Kansas.
The issue has Been raised by
the case of Mr. William Leifheit,
who has been charged with driv- ing while intoxicated. The charge arose from a collision between Mr. Leifheit's lorry and a motor- car.
Mr. Leifheit and his witnesses testined that he had drunk
nothing but beer with only 3.2 per cent. content of alcohol, Buch beer, according to the State laws, is non-intoxicating..
Therefore Mr. Leifheit's at- torney contended that his client could drink three gallons of such beer and still not be intoxicated. Visitors to Japan, whether they be from countries other than China, are subjected to careful scrutiny and their every move is the Metropolitan reported to Police, Mr. Kirke said.
