all elementary and primary schools throughout the country are to be reduced, comments the "Malaya Tribune" The decision cannot fail to meet with the approbation of all. Though it does not cover the higher standards, it is at least a partial admission that the Clement! dictum was wrong and that Melaya is on the way to a settlement of one of the bitterest controversies that ever raged in her history. The school fees have been a constant source of grievance since their introduction and their enforcement was in direct confict with the educational policy enunciated as far back as the relm of Queen Vic- toria. It is the aim of the educational authorities in Malaya to establish as high a standard of literacy as possible. For that mat- ter, it is the aim of the educational authorities in all countries. The high fees defeated, that end because parents in many cases were un- able to meet them. The consequence was that hundreds of children were denied what is the right of every child-a sound elementary education. While the decistor to reduce the fees will be a reller to Hong Kong Jockey Club as "parents in poor circumstances, it will scarcely offset the cost of living which, for no apparent reason, has risen in the last few months. class at date of entry.

Nevertheless, it is a move in the right direction and it is to be hoped allowance.

that it will be found possible to extend the reductions to the nigher standards without due delay. The ultimate goal of free elementary education for all is still far away. Whether it will ever be reached in Malaya, or whether the will to reach it exists, are other matters altogether. but it is worth while bearing in mind that it is a goal aimed at by all eminent authorities on education.

Poppy Day

The record sum of £544.301 was contributed in response to the 1936 Remembrance Day appeal for Earl Halg's Fund. This exceeded €16,999 the previous record of 1935 and by £438,301 the result of the first appeal made in 1921.

As has always been the case Malaya figures prominently in the list of contributions published in the Poppy Day report for 1936. The total contribution from Malaya, British North Borneo and Sarawak amounted to £9.401.. Singapore collected $15.337, Penang $13,031... Selangor $12,648 and Perak $12,125.

For the 18 years that poppies have been sold, England, Ireland, Wales and overseas have contributed £6.501,190 and Scotland (where the British Legion is a separate entity) £1,031,771.

"To Poppy Day." says the report, "belongs the distinction of be- ing the world's largest one-day" freewill offering for any charitable object, and certainly no other nation gives so spontaneous and generous an expression of its remembrances of the sacrifices of the Great War and its thankfulness to those who fought and endured BO much."
