The present flourishing state of our Finances (the Revenue for last year will be about £2000 in excess of our Expenditure) induces me to hope that not only shall we not require a Parliamentary grant for the future, but we shall have means to pay out as well as Colonial expenditure, my present proposed increased expenditure being enabled from the same source to meet other wants, which the increased population will call for.
