The exigencies of the service having rendered it necessary to transfer the Civil Hospital to the Harbour Master's Hill and the Harbour Master's office to the eastern side of the lower floor of the Supreme Court, and within 20 feet of the Sea, this change of accommodation deprived Captain Innes of the quarters he occupied by sufferance in his official residence on this Hill, and the lower apartments in the Supreme Court having only sufficient accommodation for his office.
Consequently Captain Watkins made application for Store Rent, which I declined, and submitted his appeal to the Colonial Office in my Despatch of the 13th April last.
Captain Watkins is a worthy good man, but too old and crippled to effectively conduct the duties devolving upon him.
For many years the keeping of the Registry under Ordinance #487/885 has devolved upon the Harbour Master as a matter of course, and without emoluments - the preparing the Registers is performed in the office of the Colonial Secretary, without increase to his Department's Salary.
