A deadlock over the question of withdrawal of non-Spanish combatants from Spain was roach- ed in the Chairman's sub-Committee of the Non-Intervention Committee at the Foreign Ofice last night, but 'the Foreign Secretary, Mr. Anthony Eden, who presided, refused to ad- mit anal failure and adjourned the proceedings unth this afternoon to to re- permit of further, effort concile the conflicting views.
Meanwhile it is assumed that Mr. Eden will report on the situa- tion to the meeting of the British Cabinet, which is being held this morning.

Shanghai, Oct. 20. Mr. Chen Kung-po, a member of the Kuomintang Central Executive Committee and former Minister of Industries, is appointed as one of the delegates to the meeting of the Nine-Power Conference in Brussels on October 30.
