I have received your letter of 16th Inst. stating that you are about to appoint Mr. Scott as Overseer of Works in the Surveyor-General's Department at a salary of $40 per month.
Having reference to the communication made to Her Majesty's Government on the subject of your right to appoint officials without consulting Officers, I should have been glad if your communication had taken a different form.
