An European Overseer :-
Regret to say that there no person here at present conversant with the duties of such Overseers or Foremen of Works are called upon to perform in England; but as my European of steady, active habits and willing to learn, can be made useful in a variety of ways under proper instructions I beg to propose for the consideration of the Council: the Assistant Governor Mr Scott late sergeant of the 50th Regt. as a proper person for such appointments.
