Lands which has prevailed within the last 8 months and the reduced state of the Surveyor General's Department: The necessity of an Overseer of public Works at a salary of $60 per month is so evident. I have appointed Mr. Scott to that duty from the 18th instant, subject to the approval of Your Lordship.
In conformity with Sir John Bowring's Instructions, herewith attached, I advised His Excellency of my intention to make the foregoing appointment, and it led to Correspondence, copies of which are submitted. With regard to which I have no further comment to offer than that I considered myself authorized as Administrator of this Government to act in the foregoing matter, and at the same time obeyed the Instructions of His Lordship by advising him thereof.
