SHIPPING DEADLOCK

Another important item that usually helps to balance Japan's International payments is her re- ceipts from the shipping business. This is estimated at about 180 million yen. With many of her ships engaged in transporting troops and armaments to China. this source of income is naturally much reduced. The loss of the China market. especially in the north where huge quantities "of Japanese goods used to be smug. gled into this country and do not appear in the Customs returns, is unother important factor affecting Japan's international payments.

According to newspaper reports before fighting began in Shanghai. the Japanese campaign in North China had already required a sum of more then 400 million yen Tu start with, 10 millien was first dis bursed for the purpose from the second

reserve fund, then 96. BR0,000 yen was passed by the Die: as a Supplementary Budget, and finally a Second Supplementary Budget of about 300 million was due to be brought up. These amounts indicated the financial re- quirements of the military opera tions ir North China, as, estimated by the Japanese Government With as many troops and a large number of war vessels engaged in the war around Shanghal, the ex- penses in this part of China must equal those in the north. We don't know for how long the Second Supplementary Budget was expect. ed to meet the requirements in North China, but according to our own calculations as given in the opening paragraphs, the sum would be barely sufficient for one month's operations in both fields of war- fare.

From the above considerations the natural and inevitable result of Japan's, prolonged aggression in China will be heavy increase in the tax burden' on the Japanese people a greatly swollen budget of mill tary expenses, greater and greater. adverse balance of trade and in-

ternational payments, and Enally excessive inflation.

Navy And Marines Compete

The mid-week spoon and practice shoot was well attended `yesterday afternoon.

It was a welcome sight to see the Royal Navy and Royal Marines competing again, and they made their presence all the more felt by taking the first four places with the S.R. (b) rifle. Commissioned Gunner Moody lead the scores with a 97.

Sapper Alone. R.E. and Pte. Langford of the Middlesex Re- giment had the leading scores with the SR. (a) rifle. both totalling 83.

The weather was pleasant and cool although the light and wind were variable.

Everyone much regretted the absence of the indefatigable Honorary Secretary, Major D. R. Steers, who is in hospital with aialaria; but it is hoped that he will make a speedy recovery.

The leading scores made yesterday afternoon are as follows:
