To begin with. I would like to say a few words on the question of Water Supply. 1 venture to think that, until the end, of last year, everyone in the Colony was under the comforting impression that, at all events in the near future, there would be no further restrictions. In view of the com- pletion of the Shing Mun Gorge Dam.
Within a few months the Colony was shocked and dismayed at finding that. Shing Mun not- withstanding, the Colony had to he put upon a restriction basis; it was suddenly confronted with a Report on the Water Supply of Hong Kong.
