SHANGHAI'S
MAYOR
Started Career On Newspaper
A former newspaperman in the person of O. K. Yul was recently named by the National Govern- ment to be Mayor of Shanghai's Chinese municipality in succession to Gen. Wit Te-chen, Governor of Kwangtung Province. The choice is popular with both Chinese and foreigners and Mr. Yul is regarded as having won his post through sheer ability, as shown by his ser- vice with the city government since it was organized in its pre- sent form in 1927, says the "Chris- tain Science Monitor"
A graduate of St. John's Univer- alty in Shangbak Mr. Yul entered Journalism by service on the for- mer Shanghal Mercury, then Bri- tish-owned. now a part of the American-owned Shanghai Even- ing Post and Mercury.

When Shanghai became special municipality he was niade secretary of the city government. thereafter becoming senior coun- sellor and acting commissioner of Anarice, and finally becoming secretary-general which position
he held until he became acting mayor two months before he was appointed Mayor.
Mayor Yu is a shrewd, lively and humorous person, experienc- ca in dealing with people of all nationalities. Some forely. au- thorities are understood to regard him as "a little difficult" but upon the whole. It seems to be felt that he will facilitate the reaching of agreements on a number of out- standing local issues involving the Chinese and foreign mutcipalities, including the question of Interna- tional Settlement enforcement of the Chinese, Factory Act (destred by both parties but held up by a Consular Body insistence on a de- finition of extraterritoriality), the Outside Roads owned by the Set- tlement in Chinese territory, and several other issues which were hanging Are when North China developments swept them defnite- ly to one side for the time bing. . His former newspaper welcomed him as an ex-journalist 'gone straight" who could be depended or to do his best, and whose best was very good indeed," while other sections of the press similar- ly accorded him a warm and cor- dial reception.
