WARM TRIBUTE
To Foreign Secretary
London, Oct. 9,
In the course of his speech on the Far East at Scarborough, the Prime Minister paid a warm tri- bute to the Foreign Secretary, than whom, he said. no other member of the Government was subjectea to 30 continuous and heavy a strain.
In Mr. Eden, he said, the coun- try had a statesman who combin- ed the energy and vitality of youth with an unrivalled experience of men and affairs in all parts of the world and they had reason to be grateful to him for the tact and skill which he had devoted to the maintenance of peace and the care with which he had watched over the country's interests.

80.06. in China
Mr. Chamberlain went on to speak of the hostilities and Spain and the sickening and horrifying use of bombing aero- planes against non-combatant men, women and children," which char-" acterised them both.
But, he suggested, the real point might be overlooked in the natural indignation these things aroused. Cruelty and barbarity, mutilation and death, starvation and misery were the inevitable conditions-of mottern war. The rea! crime against Humanity lay in the resort of force at all in contradiction of solemn engagements without even an attempt to settle differences by peaceful discussion.
GREATER HARMONY
powers
As to the Far East, on the in- Itiative of the League. Assembly, it was proposed to hold a conference of the signatories of the Nine- Power Treaty and other with interests in that region.
After President Roosevelt's speech, there was little doubt that the United States would agree to be 'represented and to consult with other members as to how the con- flict in China might be ended.
As to the Mediterranean, the situation in Spain was still causing the Government anxiety which was increasing. They had sincerely rC- joiced at Italiani partielpation in the Nyon Arrangement and had felt encouraged to hope that the agree- ment might be followed by further discussions between Britain, France and Italy. They were still awaliing the Italian reply but he earnestly trusted it might prove to be of such 2 character as would bring them all into greater harmony.-- British Wireles,

Real Contribution" To Peace
Washington, Oct. 8. The United States and Britain
to-day began preliminary conver- sations in regard to the arrange-
ments for a Nine-Power "Confer
ence.
It is believed that Mr. Hugh Wil- son. Assistant Secretary of State assured the British "Charge d'Affaires" that the United States would. participate in the proposed "conference at a place to be decid-
ed in the next few days.
"TIMELY CLARION, CALL" Mr. Anthony Eden, British Secretary for Foreign Affairs, to- day received the United States "Charge d'Affairs," and expressed the British Government's grati- fication of the terms of President Roosevelt's speech delivered this week in Chicago. '
I
learned that the British Government considers that the President's words constitute a real contribution to peace.
No decision has yet been taken regarding the place of meeting for a Nine-Power Conference.
Discussionis concerning proce- dure are being energetically pur-i sued through diplomatic channels.
A declaration regarding the sanctity of treaties had been vol- ced by Britain as well as by America declared 'Mr. Neville Chamberlain at a meeting at Scar- borough. The Premier warmly wel- comed President Roosevelt's "time- ly clarion call," and added "In the call for concerted effort in the cause of peace. Eritain is whole- heartedly with him."- Reuter
