Victoria, in the exercise of her spiritual duties, may aspire to be a member of this kind ought to be extended to the colonies. I know there are considerations. They are usually fixed at too early a date for simultaneous action. But regarding the Circular No. 18 respecting this matter, I do not know that there is a sufficient reason. In a few days, it is desirable that it should be done.
Specially an intimation that a day of General fast & humiliation, or Thanksgiving or other public solemnity, with the ordinary accompaniment of a cessation from ordinary labour is required.
I have the honour to transmit to your Excellency the annexed copy of a despatch from the Governor of Hong Kong, with its Enclosures, respecting the proclamation of a day of fasting & humiliation in that Colony.
