4. On the Bishop's request, a notice of which I have the honor to enclose a copy appeared in the Government Gazette and which was copied into various papers of the Colony. I understand His Lordship communicated with the leaders of the Dissenters who issued a notice respecting a day of public fast and humiliation similar to that published in the Cathedral.

As a Member of the Executive Council, the Military Commandant Colonel Graham, and myself and the other Members concurred in the opinion that having no instructions from Her Majesty's Government and the Queen's Proclamation being directed to England and Ireland only—and fixing a particular day for the public fast; it was not competent to us to appoint such fast by any official notice in the Colony. But on representation made from the Bishop to Colonel Graham, I understand Her Majesty's Government had desired to attend the Cathedral—and a notice was sent to the Roman Catholic authorities through the Priest who is officially recognized.
