The real Intention of Japan is the subjugation and 'conquest of China, declared. Dr. Wellington Koo, in addressing the Committee of Iwenty-three.
This essential step towards the fulfilment of her so-called sacred mission to dominate Asia and the Pacific, and eventually the "world "may prove to be a mere dream on her part, but nevertheless it con- stitutes a real menace to peace and security.
The Japanese Foreign Minister in replying to the invitation si this Committee tries to disguise theJapanese wolf in a lamb's coat by complaining that the Chinese Government makes opposition to Japan and anti-Japanese agitation the basis of its national policy, and professing the desire that the Chinese should entertain other senti- ments.

Struggle Against Drug Traffic
"In the struggle against the drug- traffic, the Public Enemy No. 1 18 Japan," declared Dr. Wellington Koo ip addressing the Fifth (Social Questions) Committee. of the League of Nations.
He added that it was officially reported that ninety per cent of the world's illicit white drug was of Japanese origin. Most of these Welt factories were in Chinese territory under Japanese control. sald Dr. Koo. There had been a large increase in the production of "drugs in these territories but Japan took no action. Japan had ziyen repeated assurances in the past ten years but they were never fulfilled.
