I discern no signs of any intention to bring the question before Your Lordship.

In a discussion of great perplexity, a subject whose cure has been embarrassing the Legislator, Your Lordship, I think, is entitled to be furnished with the most mature and thoughtful opinion on the practicability and propriety of local legislation, on the character of the legislation proposed. And I therefore desired that the despatch might be detained until I could have the opportunity of further consultations with a view to suggestions which might be concurred in for Your Lordship's consideration.

Meanwhile, I have thought it desirable to recommend to the Lieutenant Governor that he request the acting Attorney General, with his full knowledge of the circumstances of the Colony, to prepare a draft Ordinance embodying his views on the Ordinance which is to be submitted to the Home Government.
