Sept. 21: The, Japanese Government have agreed to the conditions stipulated by Britain under which Britain has agreed to the stopping of British shipping on the China coast for the purpose of verifying certificates of registry. It is learned on good authority that Britain had declared she considered the whole procedure illegal but did not propose to stand on legal rights subject to the follow-
