SLOW PROGRESS IN NORTH

Tientsin. Sept. 14. The Japanese progress on both sides of the Tientsin-Pukow Rail- way is going on very slowly. The few available roads have been Partly converted into. virtual waterways, putting a tremendous strain on men and horses. The canals have also overflowed their banks..

During the battle of Machany, losses on both sides were small.

Mr. Eden Addresses League Council

London, Sept. 14. Addressing the League Council at Geneva this evening, on the Pales- tine question, the British Foreign Secretary said that the problem was not one which concerned only the Arabs and Jews, nor one for which the British Government alone was required to find a solu- tion. The problem concerned the League as a whole and the British Government would be unable to proceed without being assured of the approval of the Council for the course they proposed to follow.

The British Government still ad- hered to the opinion that the scho- me of partition on the general lines recommended by the Royal Com- mission, represented the best and most hopeful solution. All that he British Government be given auta- asked at this stage was that the

He proposed the Council should ap- point a special body to visit Pales- tine to negotiate with the Araps and Jews and to submit to the British Government proposals for a detalled scheme of partition. This body would also undertake #nan- cial and other enquiries. At later stage a Boundary commission would also have to be appointed. British Wireless,
