Exchange Control Fears
The Japan Economic Federation is concerned over the much- talked-of strengthening of the control of foreign exchange. It fears that if the control really causes inconvenience to daily transactions. as is alleged by many traders. It will have an undesirable effect on all quarters including international accounts. It is therefore going to collect the views of the traders interested and submit them to the Government.
Recently the Standing Committee invited Mr. Nango, president of the Nippon Menka Kaisha, Mr. Ota, a director of the Mitsul Bus- san Kaisha, and Mr. Honda: chief accountant of the Mitsubishi Shoji Kaisha, to the Industrial Club in this connection.
The three trade representatives drew the Committee's attention to the fact that as the procedure required regarding import exchange transactions is complicated, it often causes a delay, thereby hamper-: ing transactions. They expressed the hope that the Government will
simplify the procedure and facilitate the granting of its permits.

Although there are complaints of speculative purchases of raw cotton, these traders continued, the strengthening of the exchange control has actually been giving rise to such speculative purchases. The Government ought to exclude raw cotton pulp and other raw materials directly connected with the export trade from the list of articles to be controlled under the Import Exchange Licensing System.
Mr. Nango and the two others further stated that the Govern- ment would do well to exercise, stricter control over the import of unnecessary or not urgently needed goods, at the same time "en- couraging the use of substitute articles.
. In order to ensure closer relations between the Government and the traders concerned, they claimed, the Exchange Bureau ought to engage a number of expert businessmen to handle the issuing ef permits.

Shime Shimpo, 41-year-old Tokyo- draper. proved himself a pátriot-rather to the chagrin of two life insurance companies. Shimpo jumped off the Aat Maru just off the isle of Kairal while it was on its way to Oshima Island, leaving be- hind him a note saying:
"In view of the fact that the situation in the North China affair is getting worse, I wish to serve my country at the sacrifice of my own life. This I consider a great honour. Of my two insurance. contracts--one with the Nippon Life Insurance Company, for the sum of ¥10,000, and the other with Chiyoda Life Insurance Company, for the sum of Y7,000-please contribute Y10,000 to the protection of the families of soldiers at the front, and distribute Y1,000 each to father and mother and the balance to my nine employees."
Shimpo rose to a position of prosperity from being a tram con- ductor in Tokyo and he has often regretted the fact that he was not conscripted because of his having no military service. He has always the Ex-soldiers Society, the Young' Men's made contributions to Society, the Women's National Defence Society, etc.
