When there desecrations have been received I should suggest: one strong Expression of satisfaction part of the S. of S. sent in favour of adopting vigorous sanitary measures at Hong Kong.
The Authorities should not, I think, have neglected this subject in the way they do seem, from the Secretary's report, to have done.
