BUILDINGS BESIDE THE YUNGTINGMEN AND CHANGYI- MEN WERE BADLY DAMAGED BY JAPANESE SHELL FIRE.

IN CONTRAST TO THE WARLIKE APPEARANCE IN PEIPING YESTERDAY THE USUAL POLICE PAT ROLS WERE THE ONLY ARMED FORCES VISIBLE IN THE STREETS IN THE MORNING. THE POPULATION IS MOVING ABOUT FREELY AND THE CITY GATES ARE REOPENED.

NANKING: CHINESE GOVERNMENT LEADERS HELD AN EMERGENCY MEETING TO-DAY AND DIS. CUSSED THE EVACUATION OF CHINESE TROOPS FROM PEIPING AND OTHER DEVELOPMENTS IN NORTH CHINA. THE WITHDRAWAL IS SAID TO BE DUE TO DEFACTION OF SHIH YU SAN'S MILITIAMEN WHO OUTNUMBERED GENERAL SUNG'S FORCES IN PEIPING. PEIPING: THE CITY AWOKE THIS MORNING TO FIND EVENTS HAD TAKEN A DRAMATIC TURN OVERNIGHT. THE DIN OF BATTLE HAD CEASED AND CHINESE TROOPS HAD SILENTLY EVACUATED THE CITY. THE DEFENCE WORKS ARE NOW BEING PULLED DOWN. GENERALS SUNG CHEHI YUAN, CHIN TEH CHUN AND FENG CHIHAN HAD DEPARTELITO PACTINGJU LEAVING THE GOVERNMENT IN THE HANDS OF GENERAL CHANG TSU CHUNG WHOSE 38TH DIVISION ARE EXPECTED TO OCCUPY PEIPING VERY SHORTLY. GENERAL CHANG HAS BEEN ONE OF TER MOST IMPORTANT PARTIES IN THE RECENT FINAL JAPANESE NEGOTIATIONS IN PEIFING AND TIENTSIN. BEFORE LEAVING GENERAL SUNG PREPARED A COMMUNIQUE WHICH WAS ISSUED THIS MORNING. IT STATED THAT GENERAL SUNG HAD BEEN ORDERED TO FACTINGFU AND 80 HAD DELEGATED THE POWERS OF CHAIRMAN OF THE HOPEI CHAHAR POLITICAL COUNCIL AND PACIFICATION COMMISSIONER TO GENERAL CHANG GENERAL SUNG ADDED THAT GENERAL CHANG WOULD ALSO ACT AS MÁTOR OF PEIFING WHILE MR. LL WEN TTEN, CHIEF OF POLICE ATTIENTSIN HAS CONCURRENTLY ABSUMED THE MAYORALTY OF TIENTSIN. THE COMMUNIQUE ALSO STATED THAT MR. CHEN CHT YEN IS REPLACED AS CHIEF OF POLICE IN PEIPING BY GENERAL CHANG YI AND MR. CHANG WEL FAN, DIRECTOR OF THE HALWAY BY MR. CHANG SUN YUNG.

TIENTSIN THE JAPANESE CONCESSION IS ISOLATED AND CHINESE ARE REPORTED TO BE PLANNING AN ATTACK ON THE JAPANESE BARRACKS AT HAIKUANSHU THE AUTHORITIES IN THE FRENCH AREA ARE PROHIBITING JAPANESE MILITARY TRAFFIC BECAUSE THE PADANTUI POSTED AT THE PO- LICE STATION OPPOSITE THE CENTRAL POST OFFICE IS FIRING AT ALL TRAFFIC OROBBING THE INTERNATIONAL BRIDGE AND ENDANGERING LIVES IN THE BUSIEST SECTION OF THE FRENCH AREA TO THE SOUTH OF THE BRIDGE, A JAPANESE DETACHMENT TO THE EAST OF THE STATION ISOLATED IN THE JAPANESE AIRFIELD WHERE A FIRE IS AT PRESENT RAGING, IS SURROUNDED. The King and Queen returned to London after a visit to Belfast. Crowds were waiting at Euston Station and cheered their Ma- Jesties. After boarding the Royal yacht the King sent wireless message to the Governor of North- ern Ireland in which he stated: "I and the Queen will always re- member the day we spent in Northern Ireland and will always treasure the memory of the tre mendous welcome from the cheer- ing crowds. Tell the people of Northern Ireland how grateful we are to them and how we enjoyed. our visit."
