TRADE CONTROL. IN JAPAN
Cotton Goods Exports
A further step towards centra-. isation of control of the Japanese cotton industry was taken recently with the formation of the Japail Federation of Cotton Yarn and Cloth Exporters' Associations. This body has been organised by seven existing export associations, In compliance with the advice of Government authorities. Export associations have been formed during the last few years to or- ganise cotton textile exports to a number of markets or groups of markets where textile imporța are subjected to quota regulation, and their object has been to allocate the total quotas among, the manu- facturers and shippers concerned and also to exercise some super- *vision over the prices and the qualities of the goods exported. In this way they have hoped so to conduct trade us to secure. the maximum benefit from the res- tricted volume of business avall. able for the Japanese industry. but. in practice, the results have not always been satisfactory. Most of the Important export control associations the principal excep- tion being that for the South American trade, which, as it deals with general merchandise as well as with cotton yarn and cloth. could not be regarded as a similar organisation to the others. It has been, stated on the Man- chester Royal Exchange during the last few days that Indian ralli- made cotton cloths are being offer- ed for sale to Manchester mer- chants and warehousemen, and that the prices at which the cloths | are available are much lower than those which Lancashire manufac- turers are now qunting. Aimilar statements. have been, made at other times during recent years, though they have generally con- cerned yarn and not cloth, but no great importance is attached to them. Another development is one which is recorded this week | Case, J.I by the Shanghal correspondent of the "Manchester Guardian Com- mercial,” “in his usual cabled re- port on textile trade conditions. He says that Chinese newspapers are giving prominence to the ship- ment to New York of 78 packages of locally made cotton goods. which is considered to be a good Bign for the future of Chinese trade..

The debates un a Factory Bill just now when we are thinking-of- the accession of Queen Victoria are a reminder that there was pro- gress but no undue haste in this matter in her long reign, writes a Home correspondent. When" she came to the throne"it was com- mon for children, to begin work at the age of five, and there cases of four as a beginning. The extreme points seems to have been reached in the production of a case in the domestic machine lace trade; in which was discovered ́a child not yet two working for its mother; it is the less surprising to find that in the same family there was a child of four working its twelve hours a day. In 1840 Ashley tried to keep children under thirteen out of the mines, but had to compromise by allowing boys of ten to work three days in the week. In the eighteen-forties he was try- ing to get children under eight "released from work, but Graham in 1844 proposed nine. In 1876 came the law against employment under the age often. In 1891 Sydney, Buxton carried in spite of the Goverment a clause that no children under eleven should be
