Urban Council Replies To Member's Questions
WET CULTIVATION ON CROWN LAND TO BE STOPPED

Replies to questions asked by Dr. R. A. de Castro Basto re- garding Insanitary conditions prevalling in the large residential- ares at Kowloon City, were given by the Chairman, Mr. R. H. Todd at yesterday's fortnightly meeting of the Urban Council.
In the course of his replies, the Chairman stated that the keeping of swine in the area south of Carpenter Road had been prohibited by the Council.
The Chairman‘also «announced that all permits for wet calti- vation on Crown Land, were being cancelled. But Government could not prevent cultivation on private land and the Connell could take action only where a nuisance exists;

The answer is in the affirmative. Question:-The insanitary con- ditions referred to were classified under the following neadings:-
(a) marshy state of the arca generally and defective drainage,
(b) dirty and unhyglenic state of the numerous squatters huts and their surroundings to be found in the Brea,
(c)
cultivation of obnoxious vegetables by these squatters on Crown Land and other land, aq- jacent to residential buildings,
(d) additional hollows for ac cumulating stagnant water due to building development with no pro vision for contingent drainage...
What action on the part of the Council has been taken or is con- templated towards removing or alleviating any of the foregoing Insanitary conditions?

DRAINAGE WORK Answer:-(a) The Public Works Department informs me that im- provements of the drainage of this area can only keep pace with building development and filling-in of the area in sections. Attention is being given to the whole of Grampian Road and fifty Teet to the east of it, with the whole and the 10 Nga Tsin Wai Road ares, between it and Prince Edward Road. Dumping on this area is being encouraged by the Public Works Department under the supervision of the Roads Office. As filing proceeds the necessary. drainage work will be done.,
No new permits for cultivation on Crown Land are issued by the Public Works Department without reference to the Urban Council and refusal of applications 15 tê- commended if the Crown Land is in or near residential districts. All permits ror wet cultivation on Crown Land are being dancelled. But Government cannot prevent cultivation on private land and the Council can take action only. where a nuisance exists...
