STATEMENT
Non-Intervention Committee Meeting Hears Suggestions
London, July 2.
A joint Italian and German statement was made at the meeting of the Non-Intervention Committee this morning.
While affirming the principle of non-intervention the state- ment recommends, firstly, the grant of belligerent rights to both parties in Spain the ground for such decision is to have the. immediate effect of strengthening the non-intervention policy In consequence of neutrals and belligerents having additional obligations in accordance with International Law.
The statement contends the control system has utterly falled and would be unnecessary henceforth.
Secondly, the statement recommends the continuation of the present system of supervision on Spanish land and frontlers as well as in ports with observers aboard ships belonging to non-intervention countries..

A further statement regarding the evacuation of refugees from Santander was made at question time by Lord Cranborne. He said that in view of the urgency of the matter the French Government were prepared to allow the us.
