M20. I could recommend that the Governor be customed to release Prisoners as part of the proceedings in observance of Her Majesty's Birthday, but that he should only liberate them from time to time according to the merits of their cases, and with reference to their conduct in Prison.
And that he should forward a report of his grounds of decision at the same time.
On the present occasion it appears, by the returns which he has transmitted in his Despatch within ... atrocious ... are void of explanation, that he has thought proper to let loose upon society men convicted of atrocious crimes such as murder, Robbery and piracy, some of them after they had only been a few months in Prison, as a mark of rejoicing on Her Majesty's Birthday. I think that this is an unjustifiable act on which Sir John Bowring ought to receive an expression of serious displeasure.
