Since the formation of the Konoye Cabinet with Mr. Kok! Hirota reinstated as Minister of Foreign Affairs, Chinese official circles are apprehensive that future Japanese foreign policy will follow a strong line of action.

Though the "three principles" which Mr. Hirota strongly advocated before his resignation did not meet with much success, it was his deep-rooted conviction that Japan must take a certain amount of risk in order to obtain a fundamental settlement of all outstand- tag differences.
