"I am very grateful to all those who have come to meet me here upon my arrival at Shanghai, and to all those who have sent messages or other tokens of" welcome.
"I have lived abroad during the last 23 years except for brief intervals when I visited home on leave. This has been due to the fact that, during these years, I have had laid upon me the respon- sibility of representing our country at the capitals of the United States and Great Britain. In addition, I have been called upon to act as spokesman of our Government at a number of important inter- national conferences, among which I might mention the Washington. Conference of 1921-1922, and the two so-called Geneva Oplum Con- ferences of 1924-1925. Also I have had the privilege of representing the country in the Assembly of the League of Nations, and at the table of the Council of the League in the Fall of 1931.
