The Times says that the news will be warmly and unreservedly welcomed. Baron von Neurath will noi come, bringing proposals with him, nor will he find on this side a settled programme ready for discussion.

What is required before all is that a joint and thorough study of the difficulties and interests that concern both coun- tries should now be competently, responsibly and quietly taken in hand. If the starting point be Spain, logic has demanded it. but events in Spain provide only the opening for the conver- sations which should travel much further.

The text is as follows.

"First, that the two parties should be asked to give a specific assurance that they will respect foreign warships on the high seas and elsewhere, and will take steps to see that their naval and air forces give effect to this assurance,

"Secondly, that in order to avold accidental attacks on, or damage to foreign warships participating in the patrol when lying in the ports of either party, the two
