GUARANTEES SOUGHT
FROM SPAIN
Agreement Communicated
London, June 14.
Commenting on agreement reached on Saturday for assuring the safety of ships, engaged in naval patrul round Spain, "Document" says that since the four navies are engaged in a common task, an attack upon one is necessarily an attack upon all. The practical recognition of this principle does not deprive a ship against which an offence is committed of the right to de- fend itself nor bled the Government immediately concerned to accept as adequate the steps which others may regard as rea- sonable.
It is hoped that the two parties in Spain to whom the agreement is belux communicated will give without delay the Assurances required, thus enabling Germany and Italy to resume their place in the patrol and in the Non-Intervention Committee.
An Important point about the agreement is that by meeting the
legitimate demand for security it BREAK THROUGH
