CHINA REVIEW

Sino-British Relations

It is satisfactory that London has been able promptly to dis sipate fears that the recent reports of a welcome approach to an Anglo-Japanese understanding have held any threat to China's In- terests. In a sense the assurance was superfluous for it had already been made clear that Great Britain's readiness to co-operate with Japan was based on a recognition of China's equality of status and bl America's right to participate if so Inclined, Great Britain holding hersel free to consult America at all stages. This attitude was al the more reasonable for Japanese critics had consistently deprecated the revival by China of the policy of playing off one power against the other, just as Great Britam herself is committed, both in the Far East and t Europe, to avoidance of return to the discredited system of power-diplomacy. British policy is directed toward the preserva- tion of peace in the Far East by the freest and frankest co-opera- tion between the various Powers concerned. In welcoming Japanese overtures for a disposal of such differences is have affected" Anglo- Japanese relations in recent years, that policy does not weaken in its effort to give China such assistance and support as are required by the common Interests of the two countries. Dr. H. K. Kung's visit to London may have produced useful, contrmation of this co-opera- tion and the statement now made in regard to the effect of recent conyersations with Japanese representatives affords a proof that Sino-British friendship.may, by wise statesmanship, be expanded in- of the other Powers with legitimate and Important interests in the Pacine.

Following the ex-. ample of Nanking cigarettes are also classified into four grades, but the rates, are ten per cent, less than the National Consolidated Tax on cigarettes.
