In Tokyo Prefecture on December 1st. 1936, there were 69,557 men whom the social affairs bureau of the Home Ministry classifed as unemployed. On the same day, only 529 residents of Tottori Pre- fecture were without jobs. The total for all Japan was 340,855, Domet reports. Last year's decline from the peak of 489,168 registered in 1932 is attributed to the munition boom in Japan and the general business improvement throughout the rest of the world. Rising Cost Of Paper.
Over 280 publishing companies In Tokyo have commenced a move demanding Government measures to check the rise in the price of paper. Osaka publishers have already been pushing a similar campaign.
These publishers complain that although there has been an average rise of about 40 per cent. in prices since September, but due partly to the heavy increase in consumption and partly to the rise. in the cost of foreign pulp. paper companies are still observing a 35 - per cent, rate of curtailment

Exports Of Woollen Goods
"
For the purpose of standardizing the quality Japanese woollen goods for export. the Department of Commerce and Industry is now studying the advisability of introducing a State inspection system.
The Inspection of woollen export goods is being made in many prefectures but as this inspection is conducted independently it is far from being uniform. There is an increasing demand in trade circles for a uniform inspection under the Key Exports Control Law.
Woollen goods exports last year totalled Y45,000,000. They now occupy, an important position in the list of exports with signs of even a further increase. The Commerce authorities are naturally keenly. alive to the necessity of standardizing their quality. The inspection is not so easy as in other lines, and as it calis for a process of scienti- fc examination, they deem it necessary to conduct a State inspection rather than leaving it in the hands of private organizations under the Key Exports Control Law.

A Social Works Law
The Social Bureau of the Home Office is considering the enact- ment of Social Works Law with the object of developing social wel fare works of all kinds. In spite of the fact that the activity of the organizations devated to the promotion of social welfare is parti cularly needed at the present time, in view of the deterioration in various phases of social life, such bodies are mostly in financial diff- culties due partly to the low interest rate during the past few years and partly to the rapid increase in prices of late. In order to enliven their activity, it is proposed inter alia that these organizations should be exempted from all taxation, that they should be adequately sub- aidized by the State that their activities should be co-ordinated; and that; while honouring those which are doing good work, those of dubious character should be banned.

While escorting these transports the Ibuki received a wireless message from E, M, B.. Sydney reporting she had sighted a strange vessel believed to be the German cruiser Emder, and it is this historic moment that Mr. Arai has immortalized in olis.
Smoke Elimination
According to the "Asahi," the Army Transport Department has finally succeeded in its painstaking researches into the problem of eliminating smoke. Thanks to this discovery, says the Osaka Journal. It will not be long before Industrial centres such as Osaka and North Kyushu will have a smokeless sky.
The elimination of smoke has been attracting increasing atten- tion in recent years from the points of view of the improvement of the physique of the nation, air defence and the comfort of urban life. and the long-awaited solution of the problem has just been discover- ed by the experimental research section of the Army Transport De- Dartment after years of study. The method consists in mixing Pyengyang anthracite with Japanese coal at the rate of one to four. It is said that by this method, not only is smoke-eliminated but the energy which escapes in smoke can be retained. Moreover, it effectually disposes of the drawback of Pyengyang anthracite, which is comparatively difficult of ignition.

Compounded Grievances
To get a picture of the political situation in Japan one must give some consideration to the social-ecoriomic background as it is glimpsed through incidental facts reported in the news dispatches. An important fact just announced in the news is that à general rail way strike and tie-up has been averted by a promise to grant annual increases in wages to the thousands of railway employees. Some of the more militant of the workers seem to have demanded an increase of thirty per cent in their pay and to have been indignant at the rallway ministry's offer of an increase of only three per cent.
At the same time the ministry of communications quieted its 200,000 workers with a ten per cent wage boost.
These facts within themselves do not mean so much, except that the wage scale definitely is on the rise and the cheap-labor advant- age that has enabled Japan to invade the markets of virtually the whole world with manufactured goods dwindles as the pay scale rises. The threats of strikes in government industries and their resulting pay increases indicate what way the wind is blowing.
