The Mayor of Chungking is not without "troubles. while ago he issued orders dissolving the so-called Cargo Loading and Unloading Union, which was organized at the Chaotien and Klaling Jetties by the workmen there; under his orders, seven union men were arrested when they opposed his instructions. Over 200 labour- ers, including a number of women, gathered in the municipal offices The clamouring for the immediate release of the arrested men. Mayor happened to be returning to his once at the time and they immediately surrounded. nim. Armed guards had to be, summoned to evict the mob.
That afternoon, the leaders of over 80 labour unions met to dis- cuss the matter and decided to call a strike unless the Mayor's 'order is rescinded. This he refuses to do, it is understood, as he is deter- mined that the union performs no useful purpose and must go.
Progress In F&m Production
•
The succes of "The Secret Code" In Shanghai gives point to Mr. Yao Hsin-nung's contention in the current issue of "Tien Isla" His article, that Chinese flims show unmistakable signs of progress, entitled "Chinese Movies," admits that the industry's chief need is a greater technical knowledge. Technical experts are few in number, capital is limited, and so the advance is not as great as the acting talent avaliable and the box-office demands for good Chinese pictures clearly require. He welcomes the evidence that the scenario writers are now disposed to prefer good themes to those-formerly too numerous-which "pander to low tastes." Propaganda films of high quality are being attempted, as in "The Secret Code," in order to develop national consciousness and promote social reform the problem of education is dealt with in "The Wondering Kids,” labour aspirations in "Son of a Slave." Beauty is no longer the sole criterion by which flm audiences judge the artist; brains and ability to use them must be produced: "Inadequate capital, poor equipment and technical immaturity" are the chief obstacles to progress.
Land Utilisation Report

It is reported from Nanking that Professor Lessing Buck's three-volume report on Land Utilisation in China will be issued about the middle of June. This work, the appearance of which has several times been announced as imminent, represents eight years' Intensive research into the basic questions of farming, population, food supply and rural standards of living. Rural China is divided into a number
of natural and economically significant, regions and sub-regions: data have been collected from about 17,000 farms in 168 different localities, and from over 48,000 farm familles in over a hundred dif- ferent localities. In 22 provinces. The investigators were mostly graduates of the University of Nanking specially trained to do the work.

The Opium Problem
According to the special correspondent at Chungking of the "North China Daily News," the racketeering in opium continues un- checked there. The Provincial Government tries to put on a good face in the matter but the so-called government control is giving a
group of bureaucrats a wonderful opportunity to squeeze the helpless
producers and hold up the smoking portion of the population for top prices. A conference of licensed dealers has just been held when Instructions were issued for the protection of the grower and consumer. There will be no hope for a real check to this lucrative trade until the Provincial Government no longer needs the revenue
to support its troops.
