Colonel Anderson has been good enough to thank the heads of firms in Hong Kong for having permitted Volunteers to take part to the Exercises on ordinary work- ing days. I can assure the MIJI- tary Authorities on behalf of my colleagues that we are all ready and willing to assist in making such arrangements as are possible on special occasions to allow our men away. I have often thought that it must be rather galling to regular officer in charge of Volunteers to realise that his men are not wholly at his disposal, and I have known and served in Volunteer Corps. which have been nearly wrecked by an unwilling- ness on the part of those respon- sible to realise that in peace time a Volunteer, in the very nature of things, has commitments trans- cending the Military duty which he has voluntarily undertaken in order to make himself of use in a crisis.
