Has Quezon Changed Heart?

Manuel Quezon, first president of the Philippine Commonwealth, Is In America on a political and economic mission. Hence it is to be expected that he sound the praises of the United States and the inhabitants thereof, who, by and large, have done a lot for the com- monwealth and many of whom are nol yet convinced that the islands. are or very soon will be ready for complete self government.

The hard working and able Filipino says: "The United States: should never lose its interest in the islands because future genera- tions there can never forget that your people and your country re- "present the most fair, the most generoys and most noble nation on the face of the earth."

It was only a few years ago that he was quoted as saying, and the records contain no denial that the quotation is correct, that he would rather have "a government run like hell by Filipinos to one run like heaven by Americans."

That was when the fight for Independence seemed little better than hopeless. Now that the commonwealth has been established, has Quezon changed heart? Has he come to a realization that the islands have been entrusted with a task too much for them; that unless the United States continues to lend a helping hand and show to them economic favours that are not accorded to others the com- monwealth may fail?

"The United States can never forget the Philippines and it is bound to have a pretty considerable interest in them for the next de- cade, regardless of what else happens. But now that they have been given their opportunity under well devised plans to run their own af- fairs, they should be compelled to exercise it until they either make a complete success or prove a mistake was made in allowing them to try," says the Syracuse (N. Y.) Post Standard."

The Chief of Police in Manila has been carrying out a campaign against the unnecessary blowing of motor horna, and it would be a good thing if Hong Kong took a leaf out of his book. To begin with motor cars that are spotted blowing their borns unnecessarily have their numbers taken and are printed in the "shame list" in the news- papers next morning. A book has been published entitled "Advice to Motorists" and by its distribution in leaflet form. the campaign against horn maniacs will be conducted by the police silently but more intensely.

Another worthwhile suggestion has been received for the re- gulation of horn blowing. The suggestion comes from a well-known transportation man connected with one of the biggest transportation arms in the city. His suggestion follows:

"First, we could forbid the use of the usual type of electric horm within the city limits, the city to pass an ordinance that only the so- called French horn' should be used. These horns are connected with a small rabber bulb which is squeezed by hand and makes a 'toot' that is neither too loud nor unpleasant. They have the ad- ditional advantage that it takes some physical effort to squeeze them. which is an effective deterrent to excessive use of the horn..
