The question of evacuating the civil population at Bilbao is at present being discussed and it is hoped that the necessary. organisation in this connection will be completed very shortly. The British Navy will probably assist in the evacuation from Bilbao.

The Insurgents in a communi- que denies the bombing of Quernica and now allege that the burning
of the city was caused by Basque Government planes.
