Owing to the Canton Customs declaration that all imports of rice must be covered by verification certificates issued by the Canton Food Control Society. delay and misunderstanding has been occa- sioned by the Canton Food Control Society's refusal to accept the responsibility of issuing the neces- sary certificates to the Hong Kong rice merchants.
