Proposal By Sir Richard Holt

"TO NEUTRALISE SUBSIDIES”

A tax on foreign subsidised ships was suggested by Sir Richard Kolt. the Liverpool shipowner, recently, as a means of combatting the effect on Empire communications of the increase of foreign shipping." coupled with a decrease of British shipping.

Sir Richard was giving his pre- aldential address to the Chamber of Shipping of the United King- dom. held in Leathersellers Hall, E.C.

He said that it was disturbing to and that the tonnage of shipping" registered in the United Kingdom last June was 2,000,000 tons less than in 1914, while foreign tonnage had increased during the period from 28,000,000 to 44,000,000 tons."

Not only did this country de- pend upon shipping for its life. but the maintenance of a mer- cantile marine of the highest order was vital to the continuance of the Empire.

The chief dangers threatening Imperial communications arose from foreign shipping subsidies, discriminations and economic nationalism,
