The year under review marked a gradual up-turn in most lines of business in Shanghal from the de- pression of the previous two years. This was undoubtedly caused, to a large extent, by the stability of | which helped

good crops, and by the absence of foods in the Yangtze Valley and

China. Recovery was undoubtedly retarded by the serious smuggling in North China, by the American shipping strike and by the Sinn crisis in December. The result of this latter incident, however, has been most encouraging and it would

appear that China has emerged more closely united than ever before. Given a stable cur- rency, sound Government arid in- ternal and external peace, com- plete recovery and substantial pro- gress in China will result.

CHAMBER OF REAL SERVICE During the past year the Cham- ber has continued to Justify its existence by rendering real service to the American business ent- munity. This scrvice has been both direct and indirect, if service to the community as a whole can be termed indirect,

The indirect service consisted of assistance rendered the municipal election committee of the Ameri- dan Community organization in securing A record turn-out of voters for the contested Municipal election last March; assistance rendered the American Acbool committee in the campaign to raise funds for the school; and the com- pilation for community and off- clal uses, of a directory of Ameri- cans in Shanghai with names and addresses kept constantly up-to- date.

The direct service of the Cham- ber to the business community has benefitted all classes of business in general and certain sections of the Chamber in particular who have had occasion to request as- sistance

and procedure affecting American business.

The insurance committee secured postponement of the enforce- ment of the insurance law and a consideration of the objections of the American Insurance companies to the law. The Chinese Insurance Commission is now in Shanghai conterring with representatives of the foreign insurance companies affected by the law.

Future Title Of Mrs. Simpson

The question of the title and dignity to be assumed by Mrs. Simpson, on her marriage to the Duke of Windsor has been widely discussed.

The "Evening Standard" under- stands that she will, by right of marriage become Her Royal High- ness the Duchess of Windsor.

The 'position was "explained as follows:

The Duke of Windsor was born his Royal Highness Prince Edward and will always remain so, such right being unaffected by his re- nunciation of the Throne.

It will be remembered that when he made his farewell broadcast, before the title of Duke of Windsor had been conferred upon him, he was introduced "his Royal Highness Prince Edward."

HIS BOYAL HIGHNESS He might, had he chosen, have declined the Dukedom and been known as Mr. Edward Windsor, but he would still have remained for all founal purposes His Royal Highness Prince Edward.

The title conferred on him in December made him, therefore, His Royal Highness the Duke of Windsor, and the lady whom he marries becomes naturally Her. Royal Highness the Duchess of Windsor.

The question of precedence of the Duchess is one for future con sideration...

As elder brother of the over- eign, the Duke would normally come next to the King: his wife would come after Princess Eliza- beth. But, the Duke of Gloucester is, in effect, carrying out the duties "of the heir to the Throne, and it might be thought desirable to bestow on him the order next in male precedence to the Sovereign.

ROYAL FRIVILEGES Particular personal considera- tions affecting the position of Mrs. Bimpson will have to be discussed before the question whether she would receive all the rights and privileges of a Royal Duchess Such decision would be governed in part by certain conditions of the Court and of those who are received there.

The

of a Royal privileges Duchess include the signing of her Christian name without authz, the salutation "mam" the receiving of a curtay from those who come before her, and the wearing of a purple gown on State occasions.

There has also been discussion concerning the position of the Duke of Windsor in relation to the various Orders of Knighthood.
