It was regrettable, he said, that the conduct of some newspapers in

pandering to the public appetite

for sensation and the seamy side- of life had made further restric- tlons necessary. The freedom of the Press was necessary to the suc- cessful working of the modern democratic Stale, but 'that freedom must be exercised with a full sense of its responibilities and privi leges and not construed as licence. Because the BI would restrain the licence of a section of the Press Mr. Storey welcomed it. and be ex- pressed regret that the clause had not been widened to prevent the growing and unfortunate practice of "interviewing" persons who had been, concerned in matrimonial

cases in the courts. He reminded the House that the largest section of the Press fulfilled its duties with decency and moderation, and he asked that this section of the Press should be encouraged and not pen- alized for the faults of others.

Mr. Pritt, on behalf of the La- bour Party, gave the Bill a lawyer's blessing and said that it represent- ed a measure of reform which was more important than the mover and seconder had suggested. He thought that the proposed relax- tion of the strict rules of evidence in these cases was an important and promising development in the legal sphere.

GOVERNMENT SUPPORT Mr. Geoffrey Lloyd, Under- Secretary at the Home Office, gave a friendly reception to the Bill on behalf of the Government, and invited the House to pass it. He promised that the Home Once would assist the promoters in gly- ing the Bill its final shape, and he expressed the general satisfac- tion of the House at the speech made by Mr. Storey.
