At a meeting last night of the Chairman's sub-committee of the Non-Intervention Committee, Lord Plymouth reported that the United Kingdom and the Portuguese governments had reached agree. ment regarding the arrangements to be made in respect of the Portuguese-Spanish frontier and he gave a general outline of the

Speaking for the United Kingdom Government; he was satisfied that this arrangement for employment of British personnel on the Portuguese-Spanish frontier was sufficient to enable the United King- dom Government effectively to undertake the responsibilities imposed upon them under the agreement.
The sub-committee considered further the report of their techni- cal advisory sub-committee on the question of naval
supervision
which had been submitted to them at their previous meeting.
After a general exchange of views, the Chairman said it was clear that all representatives were prepared on behalf of their respec. tive governments to accept this acheme of naval supervision except the U.8.5.R Government which
were not prepared to accept the particular zone allotted to their feet. The US.S.R. representative undertook to consult his Govern ment further.--

Proposals For Four-Power Defence Pact
Vienna, February 23.
The restoration of the Triple Alliance is envisaged in a plan reported to have been proposed by Baron von Neurath to Dr. Kurt Schuschnigg at a conference whereby if Austria promise not to restore the Hapsburg monarchy, Germany will undertake to bring about, a four-power defensive pact between Germany, Italy, Austria and Hungary.
