LONDON, FEBRUARY 12.

THE GOVERNMENT'S £400,000,000 DEFENCE LOAN PRO- POSALS HAVE HAD A MIXED RECEPTION BY THE PRESS.

The "Times" declares there is nothing unexpected in the an nouncement. There is no cause for alarm on -constitutional ground nor should the economic repercussions be serious. The amount to be borrowed is not likely to cause any undue strain on the national credit.
