BASIS OF SELLING
Emphasising British efforts to restore foreign trade, Mr. Runciman remarked, "We cannot embark on the sort of negotiations of six or seven years ago for trade financed on the London money market. We are ready to sell to whoever can buy, but there can be no selling without payment."
Mr. Runctman insisted that he did not expect anything in the nature of a trade agreement to re- sult from his visit to the United States, On being asked whether he would discuss War Debts with President Roosevelt he replied. "I do not think it in the least-likely.” He also declared that a world economic conference--would be-use- less unless there were some real
hope of achieving positive results. "Merely to hold the conference for the fun of holding it," he remark- ed. "s not contemplated in British policy."

RARE STAMP
DISCOVERY
Three rare British stamps have been discovered in a Hull sollel- tor's office. Ninety-seven years ugo, soon after the adhesive stamp had
solicitor's come into use, a clerk in. Hull, apparently finding himself short of id. 'stampa, thought hair a 2d. one would serve the purpose. The Post Office seems to have thought so too, for the tetters were duly accepted and, de- livered. It may be that other cut atamps were used, but so far none has been discovered, and these three cut stamps are therefore the most rare of any British variety, There are only two or three other

Committee Incident
London was greatly intrigued to hear that two ex-Lord Mayors were seen facing each other after a recent Finance Committee at the Guildhall-one with his coat off.
The two were, Sir Phene Neal and Sir Alfred Bower. Sir Alfred, London's Lord Mayor in 1924-5, Is 78, and Sir Phene Neal, whose year of office was 1930-31, is 76.

I talked with both of them to- day (writes an "Evening News" re- presentative). Bir Alfred was at his home at Chislehurst, and Sir Phene Neal at Sundridge, Seven- oaka.
"Let 'Em All Come"
Sir Phene, obviously weary of inquiries about whether he had been struck, said:
This is all a lot of nonsense, but let 'em all come. I am quite sound. So far as I am concerned the in-
cident is closed. The least sald about it the better.
It is a mountain out of a mole- hill.

Sir Alfred seems to have had i the idea that I twisted his arm at the Court of Aldermen ineet- ing on Tuesday.
I don't remember twisting his arm. I don't think I even touched hiin.
I was at the Court on Tuesday only for about five minutes; an I¦ had to leave to attend a board meeting.
But there is really nothing in it, and, of course, I did not take the matter seriously.
Sir Alfred Bower said:-
Sir Phene Neal and I have åt. ways been the best of friends, and we are the best of friends still
There was no question of a quar- rel. What happened was a bit of fooling-a bit of by-play.

When I saw Sir Phene I walk- ed up to him and gave him a push in the ribs. He said: "What, is that for?"
I replied: "For what you did .on Tuesday."
He said "What was that?" I then took off my coat and said, "Look at my arm." He had twisted it as he passed me at the Court of Al- dermen.
I did not say a word then, and as he left the meeting early I had no chance of speaking, to him afterwards.
We were perfectly friendly on. Tuesday and perfectly friendly yes- terday. We have never had a cross word.
"PHENE, YOUR HEALTH" Where I took off my coat was in the lobby just near where we wash our hands, and so far as I remem- ber only one other alderman-Str George Collins-and one attendant were present.

He sat next but one to me at lanch. When I sat down I said. "Phene, your health." He raised his glass and responded.
After lunch we were sitting there for about 25 minutes.
PHILIPPINE MINING
NEWS
One of the most interesting feat. ures of the 1937 Exposition, which last week was the showing of moving pictures of the famous Paracale-Mambulao mining dis- trict. These pictures were pro- dused for Marsman and Company and showed the details of mining operations at United Paracale, Cr co Grove, and San Mauricio.
The picture will be shown in the Hall of Mines every evening, start ing at 7:30 p.m., during the per- lod of the Exposition. Limited seating arrangements have been provided and tickets for these seats will be issued free of charge by attendants in the Hall of Mines each day.
