It is, even very probable that Much of the demand for sterling from abroad was due to genuine trade account as opposed to capital account.

Whilst admitting that many; the Exchange Control Fund bought allege the present recovery not to be based on solid foundations in vlew of labour shortage, excessive speculation, and possible adverse balance of international paymenta. Mr. McKenna dlanisses the first as characteristic of all Industrial re- coveries; the second as not a dan- gerous view, as the Bank's stock. exchange loans are still well below the two and a half per cent. de- posits, which mean between one per cent, in times of depression and four per cent, in the 1928 boom: and the third as providing nở cause for alarm since, when formerly the total balance was much in our favour, the balance of merchandise accounts are far more heavier #gainst us

Hence any shortage of receipts is only likely to prove temporary, an argument which is very strong- ly borne out by the revelation that

should then directly restrict the quantity of credit used for specula- tion and continually watch for possible over-expansion of produc- tion capital and goods.

Lastly, the commercial banks ratio of advances to deposits now stands below 40 per cent, whereas previously It was between 50 and 60 per cent, which encourages Br. McKenna to take a confident view of the future.- Reuter.
