CONTROL OVER FOREIGN ASSISTANCE
Detailed Plan Approved By London Committee
London, December 23,
The International Non-Intervention Committee; after reviewing the replies from the Spanish belligerents and the proposal for control of the import of arms, approved a detailed plan for supervising the movement of arms and munitions into Spain by land and 'ses.

FRENCH LOAN TO POLAND
Funds For Railway Extension
Warsaw, Dec 23.
A law "empowering the "Polish finance minister to accept a French loan up to the limit of 135 milliards francs was submitted to the Polish parlament on Tuesday and will be passed with special urgency. The finance committee has already been summoned to meet on January 2 and it is in- tended that the measure be passed by the parliament on the 4th ur 5th January.
Giving the details of the French loan the Polish press states that the original, sum of 2 milliard francs has been raised after long negotiations following the devalua- tion of the franc to 2.6 milliard francs or approximately 850 mil- lion Zloty.
1.35 milliards of this sum will be taken in goods and the remaining 1.25 milliards as cash payments. included in the latter is the second instalment of the French Rail way feal amounting to 100 million Zloty. This sum need not neces- sarily be invested exclusively in the line from East Upper Silesia to Gdynia, but this line must be fin- ally, completed and supplemented by a branch line from Czchento- thau to Blemianoyice
